So far, the countries where Vimeo is banned are Cambodia, Indonesia, Malaysia, Thailand, Vietnam and China. We've received no other reports. 

Vimeo can also be blocked by third party apps, such as https://www.techloq.com, https://www.meshimer.com or https://www.gentechsolution.com

Now you can setup a fallback mp4 video to be streamed instead of the Vimeo video.
