You can configure your Ideas board to display all ideas (including Ideas received from the public) to be displayed as public by default.

Navigate to your Public page settings and select Ideas, then switch off Require Approval:

When set to OFF, all ideas will appear as public default. When set to ON, Ideas will only be visible to logged in users until the Idea has been reviewed.
